The CityCentre complex was designed and built in 2009 after the Town & Country Mall was demolished. The Town & Country Mall was built in 1983. During the late 1990s and 2000s the mall's shoppers declined, competing Houston malls expanded, and anchor stores left the mall, leaving the Town & Country mall empty. In addition, many stores moved out of the mall itself and moved outside to form the Town & Country Villages. All the mall structures were eventually demolished except for the existing parking garages were used as the foundation in designing the new CityCentre complex.
The CityCentre was designed to be pedestrian friendly and car-independent. Since Houston lacks mass transportation infrastructure compared to other major U.S. cities, has a low population density, and flourishing suburbs, the CityCentre is marketed towards people desiring to live in the city without having to travel far for food or the office.
